A message dated May 27, 2005, was received stating the Governor has                                 
read the following resolution and has transmitted the engrossed and                                 
enrolled copies to the Lieutenant Governor's office for permanent

    Relating to the plans of the United States Postal Service to                                    
    discontinue air shipment of bypass mail between Fairbanks,
